Luís Buchir Luís Miguel S.T. Buchir is senior government officer acting as Head of Department at the Ministry of Land, Environment and Rural Development. As a negotiator and technical adviser of Mozambique on climate change, he plays an important role on development and integrate the climate change issues at different levels and sectors. Apart of leading the National Adaptation Plan and Local Adaptation Plan teams, he also so have a many duties on REDD+ and on the others components of climate change.
