Parallel Session 8.1: Monitoring, evaluation and learning (GIZ, NAP-Ag (FAO/UNDP))

Introduction

The importance of monitoring and evaluation (M&E) of climate change adaptation has been highlighted at global level, including under the UNFCCC Paris Agreement, SDGs and the Sendai agendas. Simultaneously, adaptation M&E systems are beginning to emerge at the national level in the context of national planning and budgeting processes, including NAPs. To date, there is some experience in buildingM&E systems for adaptation planning at sectoral level, including for the agriculture sectors, in the context of an overall national M&E system for adaptation. This session aims to capture some of these initial experiences, best practices and lessons learned.

Objectives

Sharing experiences, best practices and lessons learned on M&E and learning in the context of medium- to long-term adaptation planning, and the formulation and implementation of NAPs specifically. The session will include a focus on sector level and will also launch a training guide for designing M&E frameworks that enhance adaptation planning in the agriculture sectors.

Expected outcomes

An outcome summary of experiences and lessons learned on M&E in the context of medium- to long-term adaptation planning, and NAPs. Results of a mapping on countries that have an M&E system in the context of NAPs, scale, successes and challenges.

Mapping of country experiences on M&E in the context of NAPs

On the wall or on flip charts, the following questions are set up:

  • Does your country have a NAP?
  • Do you have an adaptation M&E system?
    • If yes, is it in the context of a NAP?
  • At what scale is the M&E system?
    • National
    • Sectoral
    • Local
  • Successes and learning on integrating M&E into adaptation planning and NAPs
  • Challenges

Participants are given colour stickers to answer questions 1-3 (a sticker means “yes”); and 2 color cards each to write a success and a challenge. They have 10 minutes to answer.

A facilitator reviews the answers and provides a summary and discussion, engaging participants and the presenters in dialogue, and addresses any Q&A (30min). An outcome summary synthesises the results of the quick mapping and identified key successes, challenges and learning on integrating M&E into adaptation planning and NAPs.
