Mr. Ibila DJIBRIL is LEG’s member since December 2007 and has been vice-chair of this Group. He is a Senior Technical officer of Benin’s Ministry in charge of environment, since October 1999, after his Master in Environment Management obtained at the Senghor University (Alexandria, Egypt) in May 1999. For the professional reasons, he completed his formation in law by obtaining in 2005 his Master’s Degree in Business Law and Taxation of the National University of Benin. Very active and engaged, he has been since 2005, successively Desk Officer for Environmental Legislation and Regulations, Desk Officer for Regulations, Environmental Norms and Standards, Director of Pollution Prevention and Management of Environmental Risks, Technical Advisor in Environment of the Minister of Environment, Housing and Town Planning and since 29 January 2014, General Director of Climate Change Management of the new Ministry of Environment in charge of Climate Change Management, Reforestation and of Natural and Forestry Resources. He is still General Director of Climate Change and under this function he coordinates climate changes activities in Benin on behalf of Ministry in charge of environment and climate change.

On climate change issues, he started by being Benin’s UNFCC Deputy Focal Point in 1999 and became Benin’s UNFCCC Focal Point in June 2006. Since this date, he is Benin’s principal negotiator on climate change. Even he is LEG member, his main topics was the issues of the amendment of the Kyoto Protocol in the African Group and LDC Group before engaging actively on LDC matters, NAP and Loss and Damage.

As Benin’s National UNFCCC Focal Point, he is the general coordinator of the Second National Communication on Climate Change activities (2008-2011), the preparation and implementation of Benin’s NAPA and now he’s the responsible of the preparation of Benin’s NAP process. He’s also Benin DNA of CDM Responsible since 2005. All these activities made of Ibila DJIBRIL, an officer both on adaptation and mitigation activities.

He is author of The World Trade Organization jurisprudence on environment, D.E.S.S. Dissertation (Master) in Business Law, February 2005; Decentralization and Environment Management in Québec, Applicability in Benin, Advanced Vocational Diploma Dissertation in Environment, February 1999, Senghor University, Alexandria (Egypt) and co-author of Benin’s Guidelines book for greenhouse gases inventories, September 2007 (Ministry of Environment). He has made many communications at national and international levels on climate on behalf of Benin or on behalf of the LEG during many COPs, NAP EXPO
