Mokoena France

Mr. Mokoena France, Principal Meteorologist at Lesotho Meteorological Services (LMS), Ministry of Energy and Meteorology of the Kingdom of Lesotho Government.

He heads Climate Change and Atmospheric Science Unit of LMS, which coordinates and leads all climate change and ozone layer depleting substances phase-out activities in the country. Mr France has expertise in climate change scenarios development, climate monitoring, climate data analysis and management, computer programming for climate data analysis and visualization, and development of climate services products. He is currently leading the Third National Communication Climate Change Scenarios Development Task Team, Formulation and Implementation of NAPs, and development, dissemination and implementation of National Climate Change Policy. Mr France joined LMS in 2004 and in 2015 he worked for African Centre of Meteorological Application for Development (ACMAD) as Senior Thematic Expert – Climate Change under Monitoring for Environment and Security in Africa (MESA) project.

Mr. France holds MSc in Applied Meteorology and Climate with Management from University of Reading in the UK and BSc in Mathematics and Computer Science from The National University of Lesotho, in Lesotho.
