Vision, goals and objectives
Overall vision
The overall vision that guides the NAP is: "By 2030, Togo's socio-economic development is guaranteed to be sustainable and the resilience of vulnerable populations strengthened, thanks to the implementation of adaptation measures to climate change".
Goals
- Systematic integration of the CCA in planning documents;
- Implementation of adaptation options and capacity building;
- Mobilization of funding for CCA.
Objectives
In accordance with its vision, the objectives of the NAP are:
- ensure the systematic integration of CCA into planning and budgeting;
- build the capacities of stakeholders;
- sensitize decision-makers on the need to take CCA into account in planning documents;
- sensitize the population to prepare them to build their resilience in the face of climate change;
- improve local knowledge and know-how and best endogenous practices related to climate change;
- strengthen the framework for consultation between all national stakeholders for a coordinated fight against climate change.

National circumstances
Togo is a West African country with a tropical climate. Trend studies over the period 1961-2012 reveal an increase in temperature against a decrease in rainfall, which has had devastating impacts on cropping calendars and crop production. Togo has a littoral zone of approximately 50 km of coast, which is already suffering from coastal erosion and sea-level rise. Overall, poverty will be exacerbated by climate change. This situation is explained by the fact that the fringe of the population most affected by this phenomenon depends on natural resources and rainfed agriculture.

National Policies as indicated in the NAP
Climate change is taken into account in the Strategy for accelerated growth and promotion of employment (SCAPE). Since 2014, Togo has been engaged in the process of developing Togo's Vision 2030; and from 2016, in the development of its National Development Plan (NDP 2018-2022), which integrates the SDGs, especially SDG13. Sectoral policies that integrate CCA are:
- national environmental policy;
- agricultural policy; energy policy;
- forestry policy;
- transport policy;
- industrial policy;
- health policy;
- national water policy;
- hygiene and sanitation policy;
- urban planning and housing policy.

Specific NAP mandate if developed yet
The NAP was mandated by the intermenstrual decree no. 008/2014/MPDAT/MEF/MERF of July 21, 2014. The NAP is based on the SCAPE at the national level, and on international conventions at the international level.

Institutional arrangements
As part of the NAP process, the following bodies have been set up:
- The Technical Coordination Committee, to integrate CCA into planning and budgeting;
- The drafting team to guide the integration of CCA into planning documents;
- The national adaptation plan formulation team

Resource mobilization strategies (international and domestic)
For the implementation of CCA actions, Togo will need USD 936 million. The proposed funding strategy aims to mobilize the resources necessary for the continuous updating of the NAP process. The sources of financing identified are:
(i) at the national level: the national budget; national and local funds; private national financing;
(ii) at international level: global funds under the UNFCCC; financing instruments not related to the UNFCCC process, such as multilateral development banks and sub-regional cooperation organizations; and the international private sector.

Guiding principles
The formulation and implementation of Togo's NAP is based on the following principles: national ownership; empowerment of stakeholders; results-based management; coherence of interventions; sustainability of interventions; consideration of gender dimension; equity; and partnership.

Other cross-cutting issues
Private sector engagement
Strengthening the public-private partnership between national public actors and those in the private sector is important to increase the pool of CCA interventions. Thus, the NAP committee, the ministries responsible for the environment and the private sector should create a framework for collaboration with a view to explore ways to better involve the national and international private sector in financing CCA actions.
Gender
The gender dimension is one of the main guiding principles of the NAP.
ACE-Youth
The actions of the NAP will be carried out according to a holistic approach that takes into account vulnerable target groups, including young people.

Monitoring and evaluation of the adaptation process (M&E)
- At the national level: the Ministry of Development Planning (MPD), the Ministry of Economy and Finance (MEF) and the MERF are responsible for ensuring ownership, monitoring and evaluation of the level at which CCA is taken into account by documents and planning processes;
- At the local level: the mission of integrating, implementing, monitoring and evaluating CCA in each prefecture is carried out by the prefectural commission for sustainable development;
- At the private sector level: the Togo Chamber of Commerce and Industry (TCCI) is responsible for ensuring the integration, monitoring and evaluation of CCA;
- At the civil society level: this mission is devolved to the national and regional networks of NGOs.

Vulnerability to climate change was analyzed for the following sectors: energy; water resources; agriculture, forestry and land use (AFOLU); human settlements and health, as well as for the coastal zone (TCN, 2015)
Implementation strategy
For a coordinated and harmonious execution of CCA actions, the implementation strategy promotes exchanges with other countries within the framework of south-south cooperation; intersectoral and local coordination; regional cooperation and synergies; as well as international cooperation.
