Cecilia Silva Bernardo

Cecilia Silva Bernardo is the Head of Climate Change Vulnerabilities Department of the Ministry of Environment of the Republic of Angola, coordinating adaptation and mitigation issues.

She has a Masters Degree on Environmental Management and Governance from the University Agostinho Neto of Angola in cooperation with the University of Lisbon of Portugal and, she has a background on International Relations from the Institute of International Relations of Angola.

Cecilia joined the Ministry of Environment of Angola in 2008 and since 2009 she is one of the representatives of Angola in the United Nations Framework Convention on Climate Change (UNFCCC) negotiations process being in 2015 a member of the Presidency of Angola to the Group of the Least Developed Countries (LDCs) of this Convention. Cecilia is currently a member of the Adaptation Committee of the Convention in representation of the LDCs.

She was involved in the elaboration of the Initial National Communication, the National Adaptation Program of Action (NAPA) as well as in the Intended National Determined Contributions (INDCs) of Angola. Cecilia was also involved in the elaboration of Angola´s new Climate Change Strategy (2018-2030) with focus on the adaptation pillar and is coordinating the elaboration of the National Adaptation Plan (NAP).

As a Junior Policy-maker, one of her roles is to work on the development of climate change adaptation and mitigation policies, projects and programs for the Republic of Angola.
